The additional staff required will be:

1 Assistant Superintendent (local scale)

1 Launch Officer

36 Clerks and Shroffs

36 Postmen Class III

4 Mail Coolies,

involving a total increase in personal emoluments for

the current year of $15,559. This sum can be met from

savings under Head 8, Sub-head 1, on page 22 of the

printed Estimates for 1938, since an amount of $20,772

provided for the salary of one Cadet Officer, Class II,

has not been drawn upon. Provision will be made for

this increase in personnel in the Estimates for 1939;

the cost for a full year is estimated at $45,224, being

more than double that for the first six months because

during the initial period many of the recruits will be

paid only as "learners".

The desirability of an earlier delivery

both of local and air mail correspondence is also being

considered. This would involve a further extension of

staff at the General Post Office, with regard to which I shall address you in due course, if any change is decided upon.
